Emergency Evacuation Procedure


Emergencies can be unpredictable and happened without knocking, these emergencies can deal with a calculated response if we have an effective emergency evacuation procedure for our project. The important steps required to prepare an emergency evacuation procedure are discussed in this article.

Purpose

To establish a procedure to be followed in the event of an emergency occurring on the project job site, camp area, and to define an action to be followed by all consortium personnel in the event of the emergency incident who shall be aware of this procedure.

Definition

Emergency shall be any accident, fire, or situation which can endanger or it is capable of endangering the human life of the property.

Field of Application

Details of the project under consideration, information must be included below important information; Project Name -Total number of workers - No. of Sites and their location

Procedure

In the event of an accident, fire or other emergencies, the Emergency Response Organization (ERO) has been formed as follows;


  • Project Construction Manager (Emergency Commander)
  • HSE Supervisor
  • Project First Aider.
  • Fire Fighters. (Construction Team Member)
  • Security Controller. 

 Actions

The following action will be taken in the event of an accident, fire, or the other emergency:

Accident

Project Construction Manager to take control renders first aid by a trained first aider. Do not move or transport an injured person unless he is in further danger.

If electrical power is involved, do not touch the injured person. Switch off or arrange to have the power switched off before attempting to touch or remove the patient.
Detail source to call for medical assistance. Where site emergency medical facilities are available, the call-out procedures will be posted at work sites, and all employees made familiar with these facilities through toolbox talks meetings. If such on-site facilities are not available, emergency medical assistance will be provided by the nearest medical center. In their case, the following information will be communicated:

  • Location Of Accident
  • Number of Injured Persons
  • Any Further Relevant Information

Inform the safety Supervisor and the sub-contractor safety representative of accident.
Secure the area leaving all equipment, materials, or tools imposition.
This will assist in any subsequent investigation.

Fire and Other Emergencies

Raise the alarm which is being installed in camp and also calling/informing nearest fire department stating;

  • Type of incident.
  • Location.
  • Any further relevant information

Emergency evacuation will be initiated if fire breaks in facilities and all the persons will be moved to the assembly area.
Head-counting will be carried out by the administrative officer and if anyone found missing, the rescue team will be sent to rescue them. The rescue team will be consisting of 10 persons who are trained in fire fighting.
The trained fire extinguishers team consists of 10 nos. but not restricted, will attempt to extinguish the fire using available fire fighting equipment.
Nobody will be allowed to re-enter the premises unless and until the incident commander (Project Construction Manager) reviews the situation and satisfy about extinguish the fire.
If major evacuation is required due to natural disasters, military assistance will be taken with the coordination of the site Management authority.

Communication

When an emergency situation occurs and an emergency has been declared, all emergency communication will be on the Walked-Talkie radio or personal mobile phone.

Emergency Evacuation Exercise

To understand the emergency Evacuation process, the exercises will be conducted in the facilities and at other worksites frequently. The concerned area authority will be informed prior to exercise for examination and review of evacuation processes. The Emergency Evacuation Exercises will be recorded and kept for inspection.

The following types of equipment are identified to deal with the emergency situation;


Emergency Phone Number

Contact information must be readily available on-site either in an emergency codebook or display at an appropriate location. The Telephone numbers (Mobile Or Landline Or Pager Or Extension) must be clearly mentioned in front of the name and designation. Also, the emergency helpline numbers including pubic and civil emergency institution number govt. official numbers and electric supplying company numbers must be also readily available on site.

When an Accident Occurs

➣ First Caller
➣ HSE Supervisor
➣ Inform Project Manager
➣ Assess the Situation and Inform First Aider
➣ Inform Site Manager
➣ Gather information includes Location and Type of accident
➣ Inform Project Management
➣ Transfer inured to  Hospital

Incident Reporting
Although incident reporting and investigation is are themself very vast topics here we will discuss only basic principles;
Incident initial report must be submitted to relevant authorities or project management within 24 Hours of the incident time The report must be composed of information includes;
  • Incident description 
  • Date with Time 
  • Location
  • Details of Losses/damages (People, Property, and Process) 
  • Details of Immediate Action 
  • Immediate Causes
  • Future action plan with a timeline
  • Snaps, Videos or visuals
